Are the units that these enzymes are measured in indicative of potency or mass/quantity?

For example, let's say you have a lipase supplement. If you take two capsules (rather than one), does that double the number of FIP units you are taking? Or does the number of FIP units remain constant regardless of how many capsules you take (i.e. the FIP units are measuring the potency of the lipase itself, having nothing to do with the quantity of it)?

If you have an enzyme supplement that has 200 FIP units of lipase in one capsule and you choose to take two, you are now taking 400 FIP units. If you choose to take three capsules, you are now consuming 600 FIP units. Choose to take four capsules, you would now be consuming 800 FIP units.
